This guidance has been issued by the HSE. It defines 'home worker' as somebody who permanently works from their home or splits working time between the workplace and home (sometimes called hybrid working).
Employers have the same health and safety responsibilities for home workers whether they are working at home or in a workplace.
Like any worker, those who are home workers must take care of their own health and safety and that of others who may be harmed by their actions while they are working. Home workers must still cooperate with their employers and other workers to help everyone meet their duties under the law.
